Our Services
Infrastructure Reconstruction
Transport, energy, rail, bridges, and ports represent some of the largest reconstruction needs in Ukraine. CEIC helps U.S.-based companies and federal contracting partners navigate these opportunities by connecting them with regional partners, procurement intelligence, logistics support, and execution planning across Central and Eastern Europe. We are committed to supporting high-quality work, disciplined project coordination, timely execution, and cost-effective delivery through qualified partners.
Government Affairs & Program Management
CEIC helps international companies enter and operate across Central Europe by supporting permitting, procurement awareness, local coordination, customs navigation, and project logistics. This advisory function is our entry point for building trusted regional relationships and moving reconstruction opportunities toward execution.
Social Sector Reconstruction
Schools, hospitals, water systems, and civic buildings. Over 330,000 social infrastructure facilities are damaged across Ukraine. We coordinate EU-certified contractors with logistics to deliver through EU.
Demining
Roughly 174,000 km² of Ukraine requires demining assessment, and clearance is a prerequisite for site access on nearly every infrastructure project.
Civil protection
CEIC is positioning as the program management layer between international donors and Ukrainian civil protection authorities, coordinating certified operators and interfacing with US and EU funding vehicles. We coordinate; we do not perform clearance directly.

With over 15 years directing large-scale remote-site infrastructure — workforce camps, utilities, and facilities supporting 60,000+ personnel on major energy and infrastructure projects, including with Bechtel — she brings the on-the-ground execution capability that reconstruction delivery demands. Over his military career, he managed a $16B+ infrastructure portfolio and executed $500M+ in contract awards utilizing design-build, design-bid-build, and IDIQ methods.
Today, Brett has strategically partnered with 100+ A/E/C firms and contractors to win major government contracts across six continents. He also serves as Sponsorship Chair for the Society of American Military Engineers’ Ukraine Field Chapter, supporting international collaboration and critical infrastructure initiatives for Ukrainian reconstruction efforts.
